Cebu Normal University was established in 1915 as a provincial normal school, a branch of the Philippine Normal School. It became an independent institution in 1924, a chartered college in 1976, and a university in 1998. It is one of the oldest educational institutions in Cebu.
CNU has three campuses, the main campus in Osmeña Boulevard, Cebu City and two extension campuses in Medellin and Balamban.

The CNU was established in 1902 as a summer institute of the Philippine Normal University.
But in 1915, the school became an adjunct to the then Cebu Provincial High School.
It was once used as headquarters of the Japanese Imperial Army, using its rooms as prison cells and torture chambers. The 1980s to the 1990s era saw a rapid increase in the school’s population and new buildings. These structures now house the three big colleges of the school: College of Teacher Education(CTE), College of Arts and Sciences (CAS, and the College of Nursing(CN), as well as the museum, the Integrated Laboratory School(ILS), the Graduate School(GS) and Balay Alumni.
On June 27, 1998, the school (then called Cebu State College) attained university status and was named Cebu Normal University (CNU) under Senate Bill 2320 signed by former President Fidel V. Ramos.
In 2008, CNU had two extension colleges in Medellin and Balamban, in Cebu. The University is Region 7's Center of Teacher Development and on August 2009, it became Region 7's Center of Nursing Excellence.
The CNU campus was used as headquarters of the Kempetai or Military Police of the Japanese Imperial Army during the second World War. Because of this, the basement of the administration building of CNU have been rumored to have ghosts of those who are killed by the Japanese.
Alumni include the late Philippine Undersecretary of Education Narciso Albarracin, Mr. Hilario Davide Sr., National Model Filipino awardee, and the late Senate President and Chief Justice of the Supreme Court Marcelo Fernan, HON. Michelle Mae J. Olvido, who passed the LET exam and ranked third.
From the entertainment industry, Cebuana singer Sheryn Regis graduated in CNU with a Bachelor's degree in Secondary Education, Major in English.
